Background
Saudi Arabia has started the search for a private sector partner to complete and operate a 391-bed hospital at Umm Al-Qura University in the Makkah Region under a public-private partnership (PPP) model.
Contractors and developers have been requested to submit expressions of interest for the project by the National Center for Privatization & PPP (NCP) and Umm Al-Qura University. The hospital will be delivered through a 30-year Design, Build, Finance, Operate and Maintain (DBFOM) agreement.
The selected partner will take over the remaining construction work, rehabilitate the existing structure, arrange project financing and manage the hospital after it becomes operational. The project will convert the partially completed facility into a fully functioning university hospital serving both patients and medical students.
The hospital will provide inpatient, outpatient, emergency, surgical and diagnostic services, along with a range of specialised medical departments. It will also support clinical training, medical education and scientific research at Umm Al-Qura University.
Saudi authorities said the project forms part of wider efforts to improve healthcare services while increasing private sector participation in public projects. The initiative is also expected to make better use of existing government assets, improve spending efficiency and support the country’s long-term development goals under Saudi Vision 2030.
The hospital’s operations will be integrated with the university’s academic programmes to strengthen practical medical training and encourage the adoption of international healthcare standards.
Interested companies have been invited to submit expressions of interest through the NCP. The authority will accept applications until July 21, after which it will move ahead with the next stage of the procurement process.
